woman
wears
the
colors
of
Pennsylvania
University
,
red
and
blue
. She
stands
in a
Belle
Epoque
garden
setting
and the
bottom
of the
plate
reads
: "
Pennsylvania.
" She
stands
between
a
bird-footed
twisting
column
, a
stand
of
blue
bells
and a
turn-of-the-century
brass
grillwork
gate
. There
is
a
classical
female
sculpture
in the
center
of a
fountain
behind
her and the
buildings
of
Pennsylvania
University
in the
distance
. She
wears
a
long
dress
of
blue
and
red
narrow
stripes
. The
round
neck
of the
bodice
has an
inset
of
white
with
blue
strips
, a
fluffy
white
bow
at the
neck
, and a
gathered
band
of
white
at the
join
to the
colored
dress
. She
wears
a
narrow
boa
of
brown
around
her
shoulders
.
Narrow
blue
and
red
ribbons
hang
from the
end
of the
boa
. Her
dress
has
narrow
sleeves
with
cuffs
reaching
past
her
wrists
,
fullness
above
the
waist
giving
the '
pouter
pigeon
'
silhouette
, and a
red
belt
tied
in a
bow
at the
front
. To
complete
the
outfit
she

gloves
